THE INVESTMENT CASE
Why consider this market?
Choose the right emirate and operating model before choosing a licence. Mainland and free-zone structures serve different business needs.
Trade and logistics
Dubai’s investment agency identifies trade and logistics as a priority industry. Distribution and regional service projects should compare customer reach, warehousing and customs arrangements.
Technology and business services
Technology, finance and healthcare are among Dubai’s promoted sectors. Match the business activity to the appropriate emirate, regulator and licence category.
Alternative establishment routes
Mainland and free-zone structures serve different operating needs. Choosing between them is part of the investment case, especially for onshore sales and a physical presence.

Build this into your plan
Dubai is one emirate, not the entire UAE. Validate licence scope, mainland access, premises, tax treatment and visa needs for the chosen location.
YOUR ROADMAP
Business establishment and operations planning
Consider your business case, establishment route and operating requirements together.
Establishment & investment route
Full foreign ownership is available for many mainland activities and in free zones. Eligibility, strategic-activity restrictions and market access depend on the activity and licensing authority.
Official establishment guide- 01
Select emirate, business activity and mainland or free-zone route.
- 02
Confirm legal form, trade name, premises and external approvals with the authority.
- 03
Obtain the licence and plan banking, tax registration and staffing.
Clarify before you commit
- Compare licence renewal, office, visa and operating costs; free-zone status does not automatically mean every transaction is tax-free.
- Confirm whether the chosen licence permits your intended customers and onshore activities.
THE DETAILS BEHIND YOUR PLAN
Investment and operating requirements
Open the topic that matters to you. Let’s work through your questions together.
Choose market access first
For Dubai, compare mainland operations with specialist free zones such as JAFZA or DAFZA. Choose around customers, cargo routes, premises and permitted activity—not the advertised licence price alone.
Price the first year and renewal
Dubai’s official guide says free-zone costs vary by zone, licence, activity and office space. Request an itemised quote covering setup, renewal, premises, staffing permissions and the services your operation requires.
Assess the tax conditions
A 0% free-zone corporate-tax rate concerns qualifying income of qualifying persons. Confirm activity, income and compliance conditions with a UAE tax professional before using a tax-saving assumption in your forecast.
Plan Dubai mainland activity
Dubai introduced a Free Zone Mainland Operating Permit framework in 2025. If you want onshore customers, check whether your free-zone company and activity qualify and which additional permissions are needed.
Match premises to operations
Compare a desk, fitted office, warehouse or industrial unit using the selected authority’s requirements. Budget the space you actually need, its lease commitment and future expansion before accepting a setup package.
Your questions, answered
Does a free-zone licence automatically cover sales in mainland Dubai?
Check the permitted route first. Dubai’s mainland operating-permit framework can support eligible free-zone businesses, but activity eligibility and approvals still determine what the company may do.
Is a free-zone company automatically tax-free?
No. The preferential rate depends on qualifying-person and qualifying-income conditions. Other income and operations can receive different treatment, so structure the tax review around your actual transactions.
