THE DETAILS BEHIND YOUR PLAN
Investment and operating requirements
Open the topic that matters to you. Let’s work through your questions together.
Shortlist a sector-specific zone
Compare KAEC for automotive and advanced manufacturing, Ras Al-Khair for maritime/heavy industry, Jazan for food industries, and Riyadh’s Cloud Computing SEZ for digital activity. Verify your specific activity with ECZA.
Confirm the incentive route
National incentives and special-zone arrangements have separate eligibility rules. Obtain confirmation of the relevant authority, qualifying activity and ongoing obligations before treating any support as project funding.
Budget registration and operations
MISA’s investor guide states registration and annual-update fees are notified by the ministry. Build a budget for these, commercial registration, premises, sector approvals, payroll and working capital; obtain current official amounts.
Build a localisation plan
Map Saudi hiring, training and expatriate-permit needs against your activity and chosen jurisdiction. MISA provides guidance on Saudization; turn the applicable requirements into a recruitment timetable and realistic payroll plan.
Use the correct zone framework
ECZA’s company rules refer to zone regulations approved in December 2025. Review company formation and operating requirements under the chosen zone’s current framework, alongside any sector regulator’s approvals.
Your questions, answered
Is investment registration the same as permission to operate?
Registration is one stage. Commercial registration, the selected zone framework and activity-specific permissions must also be addressed before operations start.
Can I budget one standard Saudization percentage for every project?
Use a project-specific review. The relevant activity and zone framework matter; confirm staffing obligations before committing to an expatriate-heavy operating model.
