THE INVESTMENT CASE
Why consider this market?
Compare Qatar’s establishment platforms for logistics, technology, manufacturing and business services. Activity eligibility should lead the decision.
Diversification sectors
Invest Qatar identifies technology, manufacturing, logistics, healthcare and professional services as investment sectors. Begin with a specific customer problem and credible local demand.
Different business platforms
Mainland, Qatar Financial Centre and free-zone routes have distinct activity rules. Compare the operating platform with the type of customers and services you will serve.
Published sector opportunities
The agency provides sector resources and a business gateway. These help organise initial research; availability and participation conditions still require direct confirmation.
OFFICIAL INVESTMENT RESOURCE
Invest Qatar
Explore sectors and investor resources directly with the relevant agency.
Build this into your plan
The displayed IMF outlook projects contraction in 2026. Stress-test demand, logistics and project timing; a promoted sector is not a guarantee of near-term growth.
YOUR ROADMAP
Business establishment and operations planning
Consider your business case, establishment route and operating requirements together.
Establishment & investment route
Routes include the Ministry of Commerce and Industry, Qatar Free Zones and Qatar Financial Centre. Full foreign ownership is possible in eligible activities, subject to the relevant framework and approvals.
Official establishment guide- 01

- Compare lease commitments, regulatory fees and project-specific approvals.
THE DETAILS BEHIND YOUR PLAN
Investment and operating requirements
Open the topic that matters to you. Let’s work through your questions together.
Connect the location to your cargo
Compare Ras Bufontas near Hamad International Airport with Umm Alhoul near Hamad Port. Use shipment types, customer markets and facility requirements to decide which logistics setting fits your project.
Screen incentive eligibility early
Invest Qatar’s programme sets a QAR 25 million local investment minimum and at least five high-skilled FTE jobs, alongside sector and applicant criteria. These are programme thresholds, not general company-formation requirements.
Separate funding from reimbursements
Approved incentives reimburse agreed eligible project costs. Plan cash flow before reimbursement and keep evidence of spending and hiring against agreed targets. Historical or unrelated expenditure is excluded.
Compare lease and build options
Qatar Free Zones offers land for self-build, industrial or warehouse units and offices. Its property is lease-only; location, utilities and space requirements determine project-specific pricing.
Check Lusail’s services package
For financial-services projects, review the Lusail package against its eligible activities and investment requirements. Confirm the appropriate regulator and licence before selecting premises or presenting an incentive-dependent business case.
Your questions, answered
Can I buy a building in Qatar Free Zones?
QFZ states that its land and buildings are lease-only. Compare a ready unit with a land lease for your own construction, then request terms for the chosen site.
Will every new Qatar company qualify for the incentive programme?
No. The programme applies sector, investment, hiring and applicant tests, including a five-year operating-history criterion. Complete eligibility screening before including support in the financing plan.
