Does a project automatically receive strategic-project treatment?
No. OPAZ’s September 2026 summary specifies at least OMR 10 million of investment plus a qualifying economic-impact criterion. Classification and any additional benefits remain approval-based.
Can my staffing model be entirely foreign from the outset?
Do not assume this. Omanisation requirements depend on the sector; verify the applicable rules, permitted occupations and staffing approvals while developing the business plan.
