THE INVESTMENT CASE
Why consider this market?
Explore a Gulf base for financial services, ICT, manufacturing, logistics or tourism, with an activity-led setup review.
Financial and digital services
Bahrain EDB prioritises financial services and ICT. Assess opportunities through the exact activity and regulator, particularly where financial authorisation is required.
Manufacturing and logistics
Manufacturing and logistics are also target sectors. Compare operating premises, supplier access and onward delivery costs against your customer markets.
Activity-based setup guidance
The EDB’s setup tool distinguishes the investor and business activity. This provides a useful first screen for registration needs and permissible ownership.
OFFICIAL INVESTMENT RESOURCE
Bahrain Economic Development Board
Explore sectors and investor resources directly with the relevant agency.
Build this into your plan
The IMF country snapshot projects a 2026 contraction. Check commercial demand, foreign-ownership conditions and any sector regulator approval before setting a launch date.
YOUR ROADMAP
Business establishment and operations planning
Consider your business case, establishment route and operating requirements together.
Establishment & investment route
Bahrain allows full foreign ownership in most sectors. The permitted activity, commercial registration and required operating licences must be checked before trading or hiring.
Official establishment guide- 01
Define the activity and confirm foreign-ownership eligibility.
- 02
Choose the company form and complete commercial registration.
- 03
Secure activity licences, premises and workforce arrangements.
Clarify before you commit
- Financial and other regulated services need the relevant regulator’s approval.
- Compare operating costs and regional customer requirements, not just incorporation fees.
THE DETAILS BEHIND YOUR PLAN
Investment and operating requirements
Open the topic that matters to you. Let’s work through your questions together.
Assess an industrial base
For manufacturing, include Salman Industrial City and Bahrain International Investment Park in your location review. Compare infrastructure, permitted use and space needs with the Ministry of Industry and Commerce.
Verify ownership by activity
Bahrain’s government states that full foreign ownership is available across most business sectors. Confirm your precise Sijilat activity and any regulator approval rather than assuming every licence follows the same rules.
Separate registration from licensing
Sijilat handles commercial-registration and business-licensing services. Build your setup budget around the selected legal form, activity approvals, documents and premises, then confirm official charges for those services.
Check training-support eligibility
Tamkeen’s Train & Grow terms require a Bahrain-registered enterprise with a valid commercial licence and further compliance conditions. Check the current programme and employee eligibility before counting training support in your budget.
Budget employer responsibilities
Include work-permit and health-insurance obligations in expatriate hiring costs. LMRA states that employers bear the relevant worker fees; use the official permit route and confirm the current schedule.
Your questions, answered
Can I trade as soon as I obtain a commercial-registration record?
Check whether the activity licence and external approvals have also been issued. Sijilat includes registration without a licence as a separate service, so a registration record alone is not the full operating checklist.
Can work-permit costs be passed to a recruited employee?
LMRA says the employer bears the relevant work-permit fees and prohibits payments from the worker in exchange for issuing or renewing a permit. Include these costs in the employer’s budget.
